Hi, my apologies on my end, This Move was coordinated by a moving broker, when I bought the job from the broker the quote was a not biding estimate which means that is based on the actual weight, even do she provided a list of items to her broker. On the day of pickup we provide her the empty weight ticket of our truck once we had all her belongings in the truck we proceed to get the second weight ticket once that was done, we got the total weight of the shipment to prepare the bill on landing with the final price. Once that is done we email all paperwork to the client and the broker, unfortunately since that is a broker job we have to work with their rules and regulations. Five Stars movers works with our own client is with a biding estimate, so customers know at front how much their relocation will cost. I do not want to blame anybody but if you have a broker coordinate your move you should have read all terms and condition of your move. And not blame only me the actual moving company that executed your move.
These are same of the things you sing with your Broker

As a moving broker licensed with the Federal Motor Carrier Safety Administration (FMCSA), an agency within the Department of Transportation (DOT), Budget Van Lines matches your moving needs with an insured carrier licensed by the DOT. Broker Van Lines provides you with a binding or non-binding estimate based on the information you provided. Once your move is booked and your deposit is paid, Broker Van Lines' service as a licensed moving broker is complete and any booking fee/broker fee is earned in full. On the day of your move, your carrier will inspect your shipment to make sure it is properly packed for transportation (unless you paid for a FULL PACKING service), and that your shipment matches your inventory. If your shipment does not match your inventory, you may be subject to extra charges from the carrier, including increased fuel surcharges. The carrier will then ask you to sign the appropriate paperwork, including an inventory of all articles to be transported and the bill of lading. Your goods will be transported under the carrier's authority and pursuant to the carrier's bill of lading.
Please note that Broker Van Lines is not the carrier and does not own, operate or control the carrier. Therefore, any claims arising from your move (including late pickup or delivery and damaged/lost items) must be filed directly with the carrier. Please refer to the bill of lading for the carrier's contact information).
Section 6: Physical Survey Waiver Agreement:
By signing this estimate, you agree to waive your right to a physical survey, even if the carrier or any of their agents (including Broker Van Lines) are within a 50 mile radius of the origin loading address.
Section 7: Binding Estimate Explained:
A binding estimate is an agreement between you and the carrier that the total cost of your move will not exceed a certain amount based on the description of services and the quantity of items show on the estimate. Since your estimate is not based on an "in-home" survey, please be as accurate as possible with the services you need and the items to be moved, since A BINDING ESTIMATE MAY BE REVISED ON THE DATE OF PICK-UP DUE TO ADDITIONAL SERVICES TO BE PROVIDED OR ITEMS TO BE MOVED. Additionally, your carrier may require additional payment for added services that were not known or anticipated at origin (such as long hauls, extra stairs or shuttle charges).
Section 8: Non-Binding Estimate Explained:
A nonbinding estimate is the estimated total of the cost of your move based on the services requested and the items to be shipped (based on estimated weight). If you have a nonbinding estimate, your final charges will be based on the actual weight of the property and the services provided, subject to the so-called “110% rule”. The 110% rule states that your carrier may only demand total charges listed on the estimate plus 10%. Any amount over the additional 10% is still your obligation to pay, but the carrier is only allowed to invoice you for those overages 30 days after delivery. If you need additional services or add items to your inventory, the nonbinding estimate may be revised (including increased fuel surcharge) and the total cost of your estimated move may change, in which case THE 110% RULE WILL APPLY TO THE REVISED ESTIMATE. The final charges associated with a nonbinding estimate are determined by the actual weight of the shipment, subject to a 2,000 pound minimum. If the actual weight of the shipment is less than the estimated weight, final charges will be based on the greater of the applicable minimum or 85% of the original estimated weight.
This estimate contains the entire agreement between you and Broker Van Lines with respect to the subject matter herein, and supersedes all prior negotiations, agreements and understandings with respect thereto, including any oral representations made by a Budget Van Lines’ employee or agent. This estimate may only be amended by a written document duly executed by the parties.
